From January 1 next year, the customs code of LED lighting products and the record management of customs declaration units have new changes

In order to adapt to the development of international trade, the World Customs Organization (WCO) has released the revised catalogue of the Harmonized System of Commodity Names and Codes (HARMONized System) for 2022, which will take effect on January 1, 2022, the General Administration of Customs (GAC) announced recently.

In recent years, LED lighting products have become the main foreign trade products of China's lighting industry.In the first three quarters of 2021, China's total export of lighting products is about 47 billion US dollars, among which, the total export of all kinds of LED lighting products is 33.8 billion US dollars, accounting for nearly 72% of exports.The export growth of LED lighting products is mainly due to the high growth of LED lighting products.In the current 2017 version of the Coordination System, there is no corresponding customs classification code for other LED lighting products except a separate customs code for LED replacement light sources, which makes it impossible to achieve accurate statistics of export data of all kinds of LED lighting products and is not conducive to the implementation of easy-to-related support policies for import and export of LED lighting products.The revised HARMONization System proposes a separate category for lamps and lighting installations involving LED replacement light sources, LED modules and lamps and lighting installations that use only LED light sources.On the one hand, such changes are in line with the rapid growth of LED bulb, LED lamp or LED components and other products export status;On the other hand, it conforms to the current industry development trend of integrated design, manufacturing and export of LED light source and lamps, and meets the actual needs of China's lighting industry.Under the current background of global green and low-carbon development, refining the classification and customs code of LED lighting products will further promote all kinds of LED lighting products to enter the overseas market.

Since 2012, China Lighting Electrical Appliances Association and Global Lighting Association (GLA) have worked together to reach a consensus on adding subcategory classification codes for LED lighting products and LED lamps, and actively cooperate with China's customs authorities to promote the addition of subcategory classification codes for LED light source products and LED lamps.The following is a list of the adjustments and amendments to the articles and notes of chapter 85 and Chapter 94 related to lighting in the 2022 Harmonized System catalogue.
