On May 20, the Zhongshan Municipal People's Government Office issued the "Several Measures to Promote the Development of the Service Industry in Zhongshan  City" (hereinafter referred to as the "Measures") to fully support the accelerated development of various industries in Zhongshan 's service industry. The measures will be implemented from the date of issuance and will be valid until December 31, 2022, unless otherwise specified in the relevant documents of the measures.

1. In 2022, 50% of the resource tax, urban maintenance and construction tax, real estate tax, urban land use tax, stamp tax (excluding stamp tax for securities transactions), cultivated land will be levied on small-scale value-added tax taxpayers, small low-profit enterprises and individual industrial and commercial households. 3. The policy of returning unemployment insurance to stabilize jobs is implemented. Enterprises that do not lay off employees or have few layoffs can enjoy unemployment insurance stable job returns. Large enterprises will be refunded 30% of the actual unemployment insurance premiums paid by enterprises and employees in the previous year, and the return rate of small, medium and micro enterprises will be up to 60%. raised to 90%. Continue to implement the policy of reducing unemployment insurance and work-related injury insurance rates in stages, and continue to implement the floating rate policy simultaneously.


4. For small and micro enterprises in the service industry and individual industrial and commercial households that lease state-owned houses, the rented houses are reduced or exempted for 6 months in the administrative areas of towns and streets where the rental houses are classified as medium and high-risk areas in 2022, and 3 months of rent reduction in other areas. Owners and tenants of non-state-owned properties such as office buildings, shopping malls, commercial complexes, professional parks and other non-state-owned properties are encouraged to overcome difficulties together, negotiate rent-free, rent-reduction, and rent-deferred, and towns and streets will give appropriate support according to the actual situation.


5. Make good use of actual re-loans and re-discounts, implement inclusive small and micro loan support tools, guide banking institutions to increase credit support for small and micro entities within their jurisdictions, and reduce corporate financing costs. The implementation of the RRR reduction policy will release funds for the legal person banking institutions within the jurisdiction to support the real economy.


6. Guide banks to implement the policy of reducing the burden of payment fees, and reduce fees for small and micro enterprises and individual industrial and commercial households in bank account services, RMB transfer and remittance, bill business, and bank card swiping.


7. Carry out special rectification of illegal charges related to enterprises, intensify the governance of illegal charges related to enterprises, and help enterprises reduce production and operation costs. Implement exemption from punishment for minor violations, and adjust the items on the list of exemptions in a timely manner.


8. Carry out the theme activity of "Zhongshan Tesco" to promote consumption to promote the development of the consumer market. Encourage qualified towns and streets to issue consumer coupons to catering, retail and other industries to drive the recovery of the consumer market.


9. Promote the precise marketing of service enterprises by corporate banking institutions in our city, and assist service enterprises with a single-family loan balance of no more than 10 million yuan to apply for discount subsidies by relying on the Guangdong Provincial Small and Medium Enterprise Financing Platform.


10. Implement the policy of subsidized loans and provide subsidy subsidies to eligible service enterprises. Financial support will be given to service enterprises that have entered into substantive restructuring and listing in accordance with the policy of supporting the listing of enterprises.

2. 3. Qualified producer service enterprises will be given priority to be included in the city's 100 modern service enterprise cultivation database, and those that have achieved remarkable results in extending to the production field will be prioritized as the city's pilot enterprises to promote the deep integration of advanced manufacturing and modern service industries.


4. For qualified producer service enterprises, financial support will be given to their new equipment investment projects according to a certain proportion.


5. For producer service enterprises whose research and development expenses reached the support standard in the previous year, financial support will be given in a certain proportion of the pre-tax deduction of research and development expenses in the previous year.


6. For producer service enterprises that have registered technology development, technology transfer, technology consultation, and technology service contracts in our city, financial support will be given to the registrant according to the performance of their technology contracts.


7. Support cross-border e-commerce agency operators, domestic agency companies and third-party service companies to provide professional supporting services such as customs declaration, warehousing, logistics, and payment, and provide financial support according to their service effects.


8. Financial support will be given to exhibition enterprises that hold trade exhibitions in the city and meet the exhibition requirements.


9. After the old factory buildings that have obtained the real estate ownership certificate are slightly renovated and used for productive and high-tech service industries such as the Internet + industry, information services, commercial exhibitions, etc., they can enjoy the transitional period policy of using the original purpose (industrial land) for 5 years. Within 6 months before the expiry date, you can apply to go through the land use procedures by agreement.


10. For eligible modern service industry projects involving newly added construction land indicators, priority shall be given to guaranteeing their indicators requirements.


11. Guide banking institutions to increase support for technological development and technological transformation of enterprises, quickly respond to the financing needs of core industrial chain and supporting enterprises, develop supply chain financial services, and support supply chain enterprise financing.
